[Milsurplus] Info on BC-474 genesis ?

"A year before [ 1937 ] the Finnish Air Force the Flygvapnet  launched its program, the Flygvapnet ( Swedish Air Force ) had begun implementing its own plan for expansion and reorganization. Because it was estimated that domestic manufacturers would be unable to satisfy their needs before 1943, the government placed an order for 120 EP-106 fighters [ export model of U.S. P-35 ] with Seversky. However, shortly after the arrival of the first 60 in early 1940, the United States introduced an arms embargo. Like Great Britain, Sweden's inability to obtain further EP-106s led them to look to Italy. 

"Designed by an engineer who had worked in the United States, the Re.2000 was modeled after the Seversky
P-35 ... Having failed in her efforts to buy Seversky EP-106 ( the export model of the P-35 ) Britain dispatched a purchasing mission to Italy...a contract was signed in January 1940 for 300 Re.2000, which the RAF planned to use to strengthen British defenses in the Middle East. Remarkably, Germany - which had been at war with Britain since September 1939, waited until March to issue an official objection. However, as it transpired, plans to deliver the Re.2000 by way of neutral Portugal were cut short by Italy's entry into the war."

My question is, is this how the how RCA's MI-8751 predecessor to the BC-474 was shortstopped from sale to Sweden? Because of 1940 arms embargo? Then the existing product modified to make the earliest BC-474, and then modified again and ruggedized to make the final model BC-474 ( of SCR-288 ) ?
