[Milsurplus] Ball mount mobile antenna base ?

Is this a military item? Mounting base is 3.5 inches diameter, ball is 2 inches. hex head adjustment
allows ball to swivel for adjustment. No numbers anywhere on it. If not military, what was likely use,
police or fire trucks or ??
