[Milsurplus] URC-10 Question

Okay, so I probably asked this before.
But I recently pulled from storage a URC-10. Looks like someone tried to play with it, as it has
3 seriesed 9-volt battery snaps connected to it. ( With no sign of frequency changed ! )  My
question is, with the modules, which kind of look unopenable, this thing is useless, right ?
