[Milsurplus] Radium question

Yeaterday my brother was playing with his Russian made Soeks radiation meter and checking some of my gear. The text on the Soeks screen is Russian and he hasn't been able to find for years  any instructions in English.
We found that a TBY-1 has no radiation. This i think means that TBY with the 2 lamp bulbs front panel top are no radium. On the other hand,  TBY-4 gave somethink like "800 counts per minute" even when a metal plate was put over the front panel. The screen on the Soeks went "red warning". What's up with that?
This is a subject that i need to learn more about.
