I don't know about the TRC-402, but TRC-512 Part 15 rigs gave the greatest range besides a pair of old CBs in leather cases, 9V powered, which had the same type of center loaded whip antenna as the RS CBs from later. Also about 400'.

Maybe people on eBay would like to have a pair of those?
