I'd be pretty sure the factory method was to put the crystal-base 
subassembly into the can with a solder preform in between, then reflow 
the solder using an induction heater.   Here is a video showing the same 
process being used to solder RF connector assemblies:

You can buy them online for under $10 on up, here's a video showing the 
smallest cheapest one (($6 from Bangood) being used to heat a PL-259 for
