Hi

There are “same size” packages that get called an HC-6. One is the solder seal 
part. One is resistance welded. The third is cold welded. If you cant see solder around
the base, you have a welded package. 

If it is indeed solder sealed, the “factory” approach is to have a block on a hot plate. 
You heat it up to the melting point of solder ( so try some normal solder on it). You then
sit the crystal in the block. The joint heats up nicely and you can lift the can off the base.
