[Milsurplus] what the heck is this? WW2 Navy

Fortunately, only a minority of this set of photos has the state archive overstamp across the image.
I saw one photo that looks to me, judging by the wing shape, to be a Japanese type "Sally" or "Lily" bomber.
One the side of a U.S. fighter, 14 Japanese, Rising Sun painted. That can't mean Japanese planes can it, or
does that total include ground targets?
