Yes, you're right, it should reduce the heat quite a bit. When I was thinking about the higher output voltage and the heat generated,
I neglected to think that the current draw to test tubes is very small, not at all like the 70 - 200 mA to a receiver's tube lineup. So the 
heat generated by the dropping resistor would be very small, and yes, this looks like the way to go.
