Thanks to all who responded for my request for help.  Gary, K5JWK provided a scan of the L2 assembly area that answered all my questions, and confirmed wiring that was not correct.  I have since put it right, but still wonder about correct operation of controls.  Did discover all the scopes trace control pots were wired backwards, except intensity, and after inverting control positions for BW and centering per the manual, full CCW is really CW,  it aligned much better, but still has issues.  If anybody has a HO13 set to any IF freq except 455Kc., if you rotate the scan bandwidth control, does the base line trace move left or right on the screen, requiring you to use horizontal position and horizontal gain to put it back on screen with the scale on the CRT?  Or if you turn scan BW, does the trace stay aligned with the CRT scale or move just a tiny bit?
