[Milsurplus] Woodpecker Redux

Nowadays we have several hundred OTHR running per day, anywhere, 
everywhere, and no longer sending the preceding "S" in CW.  Some 
24/7/365 in the Ham bands, and the dozens, upon dozens, upon dozens of 
CODAR throughout HF, and low-VHF.  Makes me wish all we had to deal with 
was just one Woodpecker.
