As Dr. Magalhães has told you, the best antenna to use at VLF and ELF is a tuned 
shielded loop.

You can find many plans for such by googling those words: tuned shielded loop.

Since none of us has the room for a half-wave dipole at those frequencies, that is the 
best you can use.

Some of those plans on the web will also include a pre-amp, which you may find 
helpful.
