This was a factory photo. I suspect there were not more than a handful at any installation. Probably one person monitored one frequency of interest. They would
have to do this when recording broadcasts. The receivers were never turned off.

they walked around and tuned each receiver to a frequency of interest, then listed to them a the "switch board" ?
Must have been fun to keep all those drifty radios  on frequency!
