Thanks for the link, Mark. I maybe will add to the article's comment section, maybe not.
Now, as regards, quoting:

"So it is clear that there were a significant number of hams on the air from Germany throughout the war.  Many of them, it seems, were using a receiver very similar to the http://en.wikipedia.org/wiki/National_HRO  In fact, the tuning condensers were manufactured by National and imported through Portugal.  When the German military believed
that they were not up to military specifications, they were given to the DASD for distribution to hams for use in receivers using German tubes. "

I wonder what the source for the "many" is. "When the German military believed...." This is not mentioned in Fritz Trenkle's Telefunken-published books where he comments on
the KST receiver, HRO copy. The manual I have for the KST shows a connection for teleprinter ( Hellschreiber ) for use by the Propaganda Ministry. So "were not up to military
specifications", when other German receivers were not up to this level ? "for use in receivers using German tubes" ? What does that mean ?

Well, a little searching with Google and clearly there are articles of both perspectives with respect to amateur radio operations in wartime Germany. This one has some pretty interesting links and information and I’ll just drop the link here.
