[Milsurplus] Unidentified object

Can anyone identify the object shown in photos accessible via the following link?

It has labels of TONE and VOICE on it (and RECEIVE which has apparently been scratched out) but appears to be more of an acoustic device than anything radio related. Anybody have any thoughts???
