[Milsurplus] SPF item

Was looking tonite at an Army SPF, Spokane Radio Co.'s model 500A, and i noticed it has no S/N painted on top cabinet, unlike the civilian models i have seen. The same S/N is painted on the "kit box" top. Significant, not significant ?
