I don't know BA-317 offhand, but I'd be surprised if it supplies 6 VDC at a couple amps for the transmitter.
So unless I have missed something, I still don't see how contact C of the battery connector is / was useful.
I do have an old 1950s car beverage heater, but it requires a 12 volt supply 😊 to be useful.
I began this by wondering if contact C could supply voltage to the receiver for a better pilot lamp than the feeble No. 49
I didn't immediately ken to the fact that Contact C is otherwise occupied.
And anyway – the interconnect cable between R and T sections has all its wires already tied up, so to speak.
I found in a hardware store some very inexpensive "Mag-Lite" bulbs with short wire base; these take around 200 mA at
1.5 volts and do a nice job illuminating the GRC-9 receiver dial. Visits to hardware stores are always "illuminating' to me,
as there's always new tools and materials that are revelations to me. For I think something like a $1.99 I got
two of these bulbs and just had to try a mockup. A possible fly sighted in our soup is that these bulbs likely have limited hours
service. But then our GRC-9 radios aren't used as background chatter for hours at end, unlike home entertainment.
Perhaps one could supply the No. 49 lamp base with a couple tiny-gator clips to hold the Mag-Lite bulb so it could easily
be replaced without bother. It gives me warm feelings to view a GRC-9 receiver dial so well-lit. -Hue
