[Milsurplus] GRC-9 batt connector question

GRC-9 battery connector, on transmitter panel : why is contact "C" connected to the transmitter +6 DC supply, via numerous switches and relay contacts ?
I don't see any note in the manual where you would input or output 6 volts from this connector.
