I'd toss that Chinese thing and believe the dip-meter.

Although I know you are probably past the time when you want to build another piece of test 
equipment, some time ago, I gathered up all the info I could find on crystal testers and 
settled on a really good one to build. I even gathered most of the parts, but have not yet 
started on it.
