To keep from burning up the power supply, for one thing. If you think about it, the modulator 
requires at least 1/2 the power input that the entire transmitter does when in CW. So, in 
order to keep the drain on the power supply equivalent to that when the transmitter is in 
CW, the total power out of the power supply must be kept at least the same.

No. Why would you want to? The difference in signal levels at the RECEIVE end would not 
even be noticable.
