[Milsurplus] AM output power down limited, TCS-12.

That's correct. Except that all of that portion of the design is ATC.
Modifications of COL-52286 to T-47/ART-13 were mostly in other areas.

The majority of WW-II vintage sets produce significantly more output power
in CW than they do in AM. The most common reason would be the power supply.
For example, the BC-610-E (most common model) is rated at about 400 Watts CW
and FSK, and 250 Watts AM. Unlike virtually all other sets, the 610 limits
the AM power level by dropping the high B+. Most of the other sets that
have been mentioned, including the TCS, simply don't have enough audio to
run 100% modulation in AM at the CW rated power level. Plus the power
supplies mostly wouldn't last very long at that power level.

A fine example of a rig that's designed well for high level am and CW was
the Collins ART-13. Seth KC2WE
