My mistake – again !  I was using the wrong numbered taps.
With the choke input filtering as is, with 9500 uF after the choke, depending on the taps, I was able to get 23.9 or 25.3 DC out.
Jumpering the choke, so there's only the 9500 uF cap, gave 27.8 volts DC out.
So – this thing gets a reprieve. Should be an okay dynamotor spinner for such as RU-GF equipment and some similar power level.

The small-town recycling center here gladly accepts metals – I assume RF is talking about being actually paid for the metal – I never
have enough for that. One thing I think is odd is how with the new recycling situation, how the materials accepted rules vary from
region to region. For example, in Seattle are, there are bins for mixed paper. Here in little Newport OR, there's an independent
charity's bin for newsprint only – at the recycle center they told me I could bring other mixed paper for 3 times free, then it would
be $10/ a load. I'm going to pay to bring paper to the recycling center ?
