No doubt women were employed as intercept copiers but the majority of this work was done by men.
I recall reading years ago in Radio Bygones an account by one of the many men employed in some large
facility in U.K.   I believe my acquaintance Hugh Walker was employed in that establishment. 

As for coil storage, the HRO full storage rack takes up considerably more space than than a stack of say,
SP receivers or SX-28s. Can you imagine a wall stack, say 4 receivers high by 12 receivers wide, of HRO 
racks ?

As to the National ad link provided, my response is, how do you interpret the ad to say HRO's were on 
ships, except for an occasional one ?
