No. 7 and 8 are in parallel with the audio jack on the front panel. You don't need to connect
anything to those unless you are using the external two-receiver control box.

Disconnect the center tap at the transformer from ground, then remeasure. I'll bet that's the
problem. The filament winding in the original power supply was not center tapped, and one
side of the filament is connected to ground through some other components which are
pulling your filament voltage down.
