I agree, Jack.  In the early days of CB, operator were very meticulous 
in using proper callsigns and unit numbers so this is not a 100mW Part 
15 radio.

The controls would suggest a lever-type T/R switch, receiver tuning 
control, and toggle switch for power, and there's a connector that would 
presumably be for the antenna.     With careful packaging, I think a 
battery tube-type CB transceiver could have been fit inside. Based on 
the timeframe when those CB callsigns were used, a logical candidate 
would be Don Stoner's four-tube transceiver from his June 1959 Popular 
Electronics article.   He used a 3x5x7" minibox so with some careful 
re-arranging I think the same circuitry could have been fit into the 
coil box enclosure shown.   The required controls match the number and 
type which can be seen on the eBay listing.

If the thing wasn't crazy-priced I'd buy it and find out!
