Try to find a left-hand drill bit set.  I'd recommend that you put a 
drop or two of penetrating oil down around the setscrew and let it soak 
in for a few hours.  Then use a left-hand drill bit that's a little bit 
smaller than the diameter of the setscrew and drill into the setscrew 
using quite a bit of pressure and slow speed.  A good part of the time, 
the combination of the vibration, heat and the bit biting into the 
setscrew, the screw will literally back right up out of the hole.

You can find left-hand bits at places like Harbor Freight or a 
well-stocked hardware store.  A complete set at Harbor Freight is less 
than $9.00 (though you pretty much get what you pay for!).
