[Milsurplus] Gluing Phenolic - advice?

I have a 40 meter trap which goes in my antenna here. The coil is wound on a large 
phenolic cylinder, which is over an inch in diameter and the walls are almost 1/2" thick.

The last time the darned tree-rats dropped my antenna, the phenolic cylinder broke.

I want to glue it solidly, but despite having tried Epoxy, that didn't hold.

Anyone know of a better glue for phenolic?
