[Milsurplus] MAB antenna CCI-66081 questions

1. These antennas are adjustable, are they not ? Then why does a factory new have a tag on it, "3155" ? Are they only for specified channels or ranges,
as Robert stated about the earlier radios ?
2. If adjustable, is it the large screw at the bottom of the coil ?
3. What is the nut at the bottom of the wooden staff ?
