Thanks, Mike for the PDF and attachments.  The P/L confirms that the 4 uF filter caps are oil-filled. I will replace these with new electrolytics.

My unit has a black substance on the bottom that is hardened in some places and gooey in others, and very hard to clean up.  Must be leakage from one of these caps, or possibly whatever the transfomer is potted with. 

The information you have sent will help me get this unit up and running.  Thanks again.
