[Milsurplus] China electronics prices

A while back I bought some high voltage electrolytic caps through eBay.  They seemed OK but the package was double ended in that the rubber seal was on both ends.  Opening up one out of curiosity and I found a salvaged cap, evidently removed from a printed circuit board, neatly soldered to the new package leads!  I should have paid closer attention to the photos.  Another waste of time and money,Jim

Which leads one to suspect that a batch got to the end of the line and 
it was cheaper to dump them on the surplus market than to re-work
them into spec…..who knows how they were described when they
entered the market. Obviously when they got to eBay the note about 
“problems” got lost in translation.

The issue is not restricted to connectors. Just about any component you 
can name (from all over the world) shows up “with notes” on the market
over there. In some cases it’s a 10% cap that really is 20%. In other cases
the parts are slightly to big / small to meet spec. Maybe it matters, maybe
it doesn’t ….. I’ve seen some that take a pretty good test bench to figure
out why they got rejected.
