The FCC erred in multiple tries at HF CB regulation and the ARRL's and some hamdom nose-in-the-air attitude during the late
CB era didn't help. While the boys on the lower CB channels, the Minority Band, are beyond recruiting, or help, I can't help but
believe the SSB HFers wouldn't prefer some official national callsign rather than some anarchic deal of various made-up calls.

I have read that in some European countries there's a special dispensation to operate old HF military radios at reenactor events,
time-limited. I think something like that would be an interesting start and incentive. On special frequencies, of course, not all 
over the ham bands.
