The simple answer is:   "It depends where you are".  Most of the shore 
stations operated in duplex mode (this was a radioTELEPHONE service 
after all), meaning the transmit and receive frequencies were 
different.   I'm not sure quite why this was, because obviously the 
small boat radios could not receive and transmit simultaneously on such 
closely-spaced frequencies, but maybe the larger ones could.

I pick up every book on the topic of marine radio I can find and even 
so, the information is somewhat sparse.    But a book called "Marine 
Radio and Electronics" by Allan Lytel, Director Divisional Publications 
for Avco Corp, Crosley Division includes a 2-page listing of "Marine 
Frequencies" that can be downloaded here:

This book also lists the following as commonly-used simplex frequencies:

2182 kc   Distress-safety-calling   (all regions)

2003 kc  Ship-ship operational  (Great Lakes)

2638 kc  Ship-ship operational  (all regions)

2738 kc  Ship-ship operational  (all except Great Lakes and Gulf of Mexico)

2830 kc  Ship-ship operational  (Gulf of Mexico)

It is noted that businesses can use the last four for business purposes 
as well.   There is another list of High Seas frequencies using the 
4-22Mc bands.   Crystals for most of the short list of simplex 
frequencies above have been installed in the old 2 Mc range marine 
radios I've played with.
