Hue,
IrfanView, for a few of its plugins, has a "Replace Color" feature (so do
some high-end editors but they cost big bucks). The two that I've used this
on are JPG and TIF. PDF isn't one of them, so if the scan meets another
criteriia but is PDF, you will have to do a SAVE AS first to convert the file
format before trying it. If the document was scanned in color (normally the
wrong thing to do with a B&W original) as either TIF or JPG, and if the
background color is pretty uniform so that the replacement only takes a few
iterations, you can replace the background color with white with only 3 or 4
mouse clicks per iteration. If the background color isn't pretty uniform, you
can eventually get a white background but each step is prone to slightly
blur the remaining text or line drawing (such as a schematic). And by the time
you are rid of all of the background, you can't read what's left. If you
can do it in 2 or 3 iterations, it's like magic.
