I'll go with your theory.  I didn't know the year but I did just come 
across a photo that I made of an unopened box showing the contract number:

NObsr-39381

Someone had to have been drunk to have let it.

On the Navy MARS questions, I don't know but I seriously doubt it.

And the earliest that I got any would have been around 1970 or 1971.  
However, that may have been because that was the earliest that I got down to New 
Orleans.
