       I have one of these. It's labeled NC-183MR as well as the 
official URR-39 tag. It's essentially an NC-183D with the six meter band 
changed to LF and the amatuer bandspread dial replaced with a fine 
tuning dial. Like all Nationals of that time, it was loaded with the 
wood-grain looking resistors that all go way off in value. I had to 
replace almost every resistor (and every paper and filter condensor) in 
the rig. It works quite well and sounds good. I do have the table top 
mount, but have the rig mounted in a rack with others. Because it has a 
phono input, I use it as an amplifier/loudspeaker  for other receivers 
with headphone/line outputs only. Unlike the RAS and HRO 50/60, the 
loudspeaker panel has an enclosure over the back of the driver, which 
improves the sound a great deal whether listening to communications or 
broadcast.  An interesting and useful rig.
