[Milsurplus] NC-173/ 183 in military use photo

There's a photo of a military  guy tuning a NC-183 in a closet-type space. There's also a record player which makes me think this is some kind of ship's 
entertainment system on a troop ship - just a wild guess. One of the NC-173 or NC-183 has shock mounts on bottom. Any other guesses out there?
