Well, not quite like a wooden plank, Dave. It does have some give. I have seen it used well as the buffer between the outer and inner boxes.
But - I dread opening a box and seeing that stuff. Even if you have a safecracker's gentle touch, you're still going to get staticked-up bits going 
everywhere. Even in the humid Pac NW.

insulation.  It looks and feels to me like you're packing the radio with stiff, wooden planks around it.  I don't see how that stuff is supposed to absorb shock; it looks to me like it would transfer the shock energy to the radio as well as a wooden plank.
