Just a guess but perhaps the "qualified people" just read the KWM-2A operator's manual?

 Where do you suppose they found
 people qualified in how to tune a KWM-2, or how to interpret
 what frequency you're on or select the right crystal for
 the frequency segment you want?  Almost every HF radio
 built in the last thirty years is direct frequency entry
 with no tuning or any other such controls. Would assume
 everyone who has experience using such radios has retired
 long ago. Perhaps maybe in National Guard units or Reserve
 units?
