Where do you suppose they found people qualified in how to tune a KWM-2, or how to interpret what frequency you're on or select the right crystal for the frequency segment you want?  Almost every HF radio built in the last thirty years is direct frequency entry with no tuning or any other such controls. Would assume everyone who has experience using such radios has retired long ago. Perhaps maybe in National Guard units or Reserve units?

The GRC-215 HF packset is designed to survive EMP and uses gas discharge tubes among other things.
