Dave,

It is part of SCR-194.  The radio that it plugs into is a BC-222, which is 
a very early VHF AM transmitter-receiver.  If you look at the cords between 
the microphone and the PL-106, you will also see a JK-38 dual jack for one 
or two HS-22 Headsets, and a large RF choke.

It will also work with the BC-322 out of SCR-195, although officially that 
one used a TS-11 Handset.  Together, these are the "original" Walkie 
Talkies".  Maybe 3 years before the Navy TBY and almost a decade before the SCR-300 
(BC-1000).
