Unfortunately this is from 2014 and since then, several European 
companies have abandoned E-Loran plans although there is some private 
sector interest (which is what saved the Iridium system, if you 
recall).    South Korea seems to be leading the E-Loran effort due to 
GPS jamming from the North.   So it may be too early to celebrate but 
there is still a chance for a new Loran service, although old Loran C 
receivers may not be directly usable.
