The RT-19/ARC-4 has a very marginal receiver on both of the plane-to-plane and the plane-to-ground front ends. There is just a local oscillator chain and mixer plus three common IF stages. There is no RF amplifier stage, but it surely could have used one.
The transmitter produced less than 10 watts output.
I've had several in the past 45 years, and I still have one complete all-original system. I found one RT-19 in 1970 that actually had the appropriate test meter installed in the panel...the only example of such that I've ever seen.
These are historically interesting sets.
