[Milsurplus] ART-13 Mount

I believe the the manuals (ie, TO 12R2-2ART13-1) show _most_ of the
dimensions of the various mounting plates.  Granted, it's not 100% as
you're missing the varius radii of the bends and some of the other bits,
but it's close.

I would be greatly interested in what you find out... I would _love_ to get
my hands on a mount, even if its a replica.
