V is used according to WW2 era US military communication procedure in Morse Code in lieu of de. You can hear it every Sunday night at 9 PM Eastern on 3570 Khz on CW, during the East Coast Old Military Radio Net (OMRN) for collectors/users of vintage military surplus radio - checkins are welcome with non-surplus gear as well.
