[Milsurplus] BC-342 Modification Question

I just saw a BC-342 on ebay that has a curious modification to the power supply (two tubes and two caps). Does anyone know what it is? I'm curious because I saw a BC-342 a few weeks ago with exactly the same modification and assumed it was some ham modification, but I now think I may be wrong.
