And they had a damned good reason to be: there were German subs sinking ships all along 
the Atlantic and Carribean sea-boards. All the beaches were covered with oil.

We, literally, had our backs against the wall. Most people today don't understand that.

We had a RIGHT to be scared, and we acted accordingly. There was no "con" about it.
