Back in the day, people really believed it. Maybe it was group-think that no
engineers, who should have known better, rejoined that no electric
razor used on a ship was going to aid the U-boat enemy. Even 5000 electric
razors on a ship all shaving at once. Fear ran high. You had beach
patrols out here in Oregon and Washington, against enemy landings, like
Japanese might invade, or Japanese saboteurs wouldn't stand out.
California experienced "the battle of Los Angeles", where a lot of AA ammo
was expended against nonexistent enemy planes ( some say UFO's ).
My father was involved in that 'battle' before being sent overseas.

Years back i heard that a Japanese float plane had turned up on a Washington
beach. I tried to follow this story out, but the interviewer ( who is
still alive ) didn't respond to my inquiry. I am inclined to write that
account off as just another "story". There's really no logical explanation.
If the sub was unable to reload the plane, they would have sunk it at sea.
