I seem to remember years ago when citizens in the UK were supposed to 
have a license to own/operate a TV set.
I heard that there were  "TV Police" who would walk around and try to 
detect RF emissions from "illegal" TV sets in order to write citations 
(or maybe it was just to look for external antennas).

I don't know whether this was an urban legend or if this really 
happened, but the submarine topic brought back memories of this alleged 
practice.

Maybe some of our friends "across the pond" would care to comment ???
