There was a valid reason for that.  The BC-645, PE-101 and minor components 
made up SCR-515 (IFF SET MK IV).  It was designed, built and stock-piled in 
1942 in the event that the Germans or Japanese ever broke and were able to 
spoof the SCR-595 (IFF SET MK-III) or SCR-695 (IFF-SET MK-III-G).  In the 
event,  technology passed the MK-IV by and it was declared obsolete without 
ever being fielded.  I haven't recorded any serial numbers for the few pieces 
I've had so couldn't hazard a guess at production.  But if only 5000 were 
built, they must have stopped pretty early.  According to a paper that I 
looked at, production of B-17 and B-24 aircraft alone totaled 31,242.
