That makes sense, but I suppose we don't yet know for certain.

Well, my experience with the SRR-11 showed that they were very good VLF receivers, and
anecdotal evidence showed me that the SRR-11 and their FRR versions were used
sometime after later receivers.
Also, in that photo, it looks as though the operator at the far right is using a bug of some sort.
